Halkidiki short-term-rental compliance — the 2026 owner's guide.

Halkidiki's villa-rental market is one of the largest in mainland Greece. If you let your villa to summer guests through Airbnb, Booking.com or any other platform, the post-October-2025 regulatory landscape has changed materially. Here's what every Halkidiki villa owner letting from abroad needs to have in place for the 2026 summer season.

For owners outside the Districts 1-3 Athens freeze, Law 5170/2025 didn't shut down short-term rentals — it formalised what was previously a quasi-tolerated grey market. For Halkidiki, where almost no owner is in central Athens Districts 1-3, the practical effect is "you can still operate; you just need to be properly compliant." The owners who weren't compliant before are now exposed to real enforcement risk. The ones who were already running things properly have continuity. For the in-between cohort — owners who registered an AMA but never quite caught up with the rest of the requirements — 2026 is the year to close the gaps.

The compliance package

For any Halkidiki property let through Airbnb, Booking.com, Vrbo or equivalent platforms, the full Law 5170/2025 compliance package consists of:

1. AMA (Άριθμός Μητρώου Ακινήτων) registration

The unique property registration number. Issued by ΑΑΔΕ (the Greek tax authority) on application. Required for all short-term-rental property. 2. Civil-liability insurance

Mandatory from October 2025. Minimum coverage levels are specified by the law. Most Greek insurers now offer compliant STR civil-liability cover; typical annual premium €120-€350 depending on property type and coverage limits. Your existing residential insurance is almost certainly insufficient.

4. Building-permit compliance (κτηριακή νομιμότητα)

The property must be operating in a legally compliant building condition. Unauthorised additions, illegal balcony enclosures, basements not permitted for habitation — these can no longer be quietly let. Properties with permit issues need legalisation (καναρισμός) first, or de-registration of the affected areas from the rentable space.

5. Tax registration and reporting

STR income is taxable in Greece for both resident and non-resident owners. The simplified rental-income flat-rate regime (15% on income up to €12,000/year, 35% on next bracket up to €35,000, 45% above) applies if you operate as an individual owner with up to 2 properties registered. Beyond that, the activity is considered "business" and corporate income rules apply.

6. Building rules (κανονισμός λειτουργίας) compliance

For Halkidiki villas inside developments or building complexes with a κανονισμός, short-term rental may be specifically restricted or require additional disclosures. Most stand-alone villas are not in this situation, but some Sani Resort-area and other estate-managed properties are.

Halkidiki-specific operational realities

Beyond the legal compliance package, Halkidiki villa operations have practical specifics that matter:

Pool safety

If your villa has a pool, civil-liability cover should explicitly include pool-related claims. Some insurers exclude pools or apply higher deductibles. Verify the policy actually covers what your property has. Pool safety equipment (life ring, depth markings, secure gate around pool) is required by some μunicipal regulations.

Off-season vacancy management

Most Halkidiki villas are let only May-September. The 7-month off-season is when the standard 30-day vacancy clause intersects with STR insurance — your STR cover may not apply during long unoccupied periods. Confirm with your insurer what happens to cover from October through April.

Guest registration with police

Greek law requires hosts to register guests with the police (online, through the AAΔE platform). Most hosts have integrated this; for owners letting through a rental manager, ensure the manager is doing this on your behalf.

Tourist tax collection

Greek tourist tax (climate-resilience tax/τέλος, currently between €1.50 and €10 per night depending on property category and season) must be collected from guests and remitted to the tax authority. Platforms like Booking.com handle this in-platform; Airbnb requires the host to manage it. For 2026, the rates updated again — verify current rates with your accountant.

Building-meeting consent for some properties

Halkidiki villas inside building complexes (some Sani area, some Sithonia complex developments) may now require building-meeting consent for short-let operation under Law 5170/2025's building-rule provisions. Stand-alone villas are not affected.

Practical owner's checklist for the 2026 season

  1. Verify AMA registration is active and matches your listing on every platform you use.
  2. Renew or initiate STR-specific civil-liability insurance with adequate coverage limits for villa value and pool exposure.
  3. Conduct a safety-equipment audit before the season opens — test detectors, replace batteries, check extinguisher pressures, verify expiry dates on fire blankets and first-aid contents.
  4. Confirm building-permit status — pull the most recent building documentation and verify nothing has been added or modified without permit.
  5. Tax filing current — coordinate with your Greek accountant on prior year's STR income reporting.
  6. Guest-registration process documented — whether you handle directly or via rental manager.
  7. Tourist tax collection process documented for your platforms.
  8. Building-rules check if your villa is inside any kind of complex or development.
